The sign works best alongside a No Diving prohibition marker to address both the hazard condition and the unsafe behaviour it invites.

What's the difference between this and No Diving?
Shallow Water warns swimmers of depth conditions (yellow triangle = hazard awareness). No Diving prohibits a specific action (red circle = forbidden). Most facilities install both to address the hazard and the risky behaviour separately.
